The second September 2019 cumulative update is now available for Windows 10 version 1903 with fixes. Windows 10 Build 18362.387 is being delivered as an optional update via Windows Update and direct download links for Windows 10 KB4517211 offline installers are also available.
Windows 10 KB4517211 won’t download and install unless you manually hit ‘Check for updates’ and ‘Download and install now’ buttons. Windows 10 version 1903 advances to Build 18362.387 after applying September 26 cumulative update, which includes a fix for audio issues.
Windows 10 18362.387 is rolling out via Windows Update, Windows Update for Businesses and offline installers are live on Microsoft Update Catalog. Microsoft is also rolling out Windows 10 KB4520390, which is a Servicing stack update and the company strongly recommends you install the servicing stack update (SSU).

A number of users recently reported that audio in certain games is quieter following the first Patch Tuesday update. Microsoft says it has resolved an issue that causes audio problems in certain games with today’s update.
Installing Windows 10 Build 18362.387 will resolve all your audio issues, according to the changelog. In this release, a white screen issue has been addressed on laptops or 2-in-1s with built-in HDR screens.
Microsoft says it has also resolved a bug that blocked users from upgrading to Windows 10 version 1903 because of the outdated display driver. Another bug where maximum (CPU) performance is not enabled even when you select the High-Performance power plan in Control Panel.
The patch appears to have resolved issues with some apps which may not respond if you resize the windows with the mouse.
At the moment, the Redmond firm is aware of at least one known issue with this update. The Windows giant confirmed that Input Method Editor (IME) may cause high CPU usage on some PCs and it only affects those users who operate Chinese Simplified and Chinese Traditional IME.
It’s worth noting that if you skip the update, you will still get all these fixes with October Patch Tuesday.
It’s also worth mentioning that Windows 10 version 1909 (19H2) is expected to begin rolling out to the general public next week and it will come with performance improvements.
